If its possible for people to be refunded money on PayPal

Itts a right and a rule for people to be refunded the money in the business if something goes wrong or if the products they bought were not as they expected. They should be refunded the money without objection or opposition from anybody because itts theirs and they have worked for it. Itts a low which should be followed in all the countries and mostly is directed to consumers and customers who are in business. There are people who if online business should also refund the money in such circumstances?. Yes they should because itts a right of a person and they are supposed to be given what is theirs. The paypal refund is done when the money send to a certain person or the business was not received and the person who sends the money is the only person who has the right to get the money back. In case there is a problem with delay of transactions and its very technical people are supposed to be refunded back their money. Refund is a must to all people when it comes to business and money.
